San Diego elementary schools are required by state law to meet specific standards. The truth is that they can vary a lot in what they offer students. Parents may want to look at options for their child to attend an alternative such as a private school.

Public schools have to take anyone who lives in their district. This means that children who are disruptive because of emotional problems are fairly free to cause problems. They can be disciplined and even expelled but they are likely to reenter the system at some point. Teachers have to spend time on these problem students instead of teaching.
